Wind energy is currently the fastest growing type of renewable energy. The main motivation is led by more strict emission constraints and higher fuel prices. In addition, recent developments in wind turbine technology and financial incentives have made wind energy technically and economically viable almost anywhere. In restructured power systems, reliable and economical operation of power systems are the two main objectives for the ISO. The ability to control the output of wind turbines is limited and the capacity of a wind farm changes according to wind speeds. Since this type of generation has no production costs, all production is taken by the system. Although, insufficient operational planning of power systems considering wind generation could result in higher system operation costs and off-peak transmission congestions. In addition, a GENCO can participate in short-term power markets in restructured power systems. The goal of a GENCO is to sell energy in such a way that would maximize its profitability
